The Soil Quality Decree is intended to prevent soil and water pollution by regulating the use of soil and building materials. The quality of soil and building materials that may be used depends on their chemical composition and leaching properties. 

AP04

The Building Materials Decree Accreditation Programme (AP04) sets performance requirements for laboratory analyses of samples from batches of soil, building materials and granular waste whenever these are investigated within the framework of the Soil Quality Decree. 

The Soil Quality Decree sets requirements for the quality and integrity of organisations involved, including laboratories. Only laboratories accredited by the Dutch Accreditation Council and officially recognised in the Soil Quality Decree are authorised to perform analyses.
